Nancy Neu, a longtime educator for Marin County, will return as an interim superintendent for Shoreline Unified School District following the resignation of the district’s most recent head, Tom Stubbs, in late April. Approved unanimously by Shoreline trustees last week, Ms. Neu’s part-time services will be contracted through the Marin County Office of Education; she will work 60 days between July 1, 2015 and June 30, 2016 for a total of roughly $46,000. (Mr. Stubbs’s one-year contract, which ends June 30, stipulated a $126,000 salary.) Ms. Neu stepped in as Shoreline’s interim superintendent in 2013, after the resignation of then-superintendent Stephen Rosenthal and before the hiring of Mr. Stubbs. She also worked as the interim principal at Tomales High prior to the arrival of the current principal, Adam Jennings, in 2012. Her recent appointment comes at a time of administrative and financial turmoil for the district, which aside from lacking a full-time superintendent and full-time principals at two elementary schools is also facing a structural budget deficit. “It’s not the ideal time to be searching for a full-time superintendent,” said Jill Manning-Sartori, the president of the board. “I think it’s prudent to hire someone on an interim basis so we can then give ourselves about a six-month cushion until December to make a decision on what our superintendent services for 2016-17 will look like.” Others in the district view the decision as not only an example of shortsighted planning, but also of a lack of transparency. Ms. Neu’s contract was presented on the agenda as an action item at Shoreline’s May board meeting; critics were frustrated that the option to hire an interim superintendent had not been discussed publically alongside other possible solutions prior to the meeting. “There was time to do some planning in a full public forum,” said Laurie Monserrat, who has a nephew in the district. “The fact that there’s a contract to approve means that this has been discussed outside of the public forum.”
