The Community Land Trust Association of West Marin has received two grants that will be used toward the Coast Guard housing project. Over the last few years, CLAM has advocated for the 30-acre site to be turned into affordable housing; to help pay lawyers to continue conversations with the county, which hopes to purchase the property for CLAM, the Tamalpais Pacific Foundation gave the nonprofit $20,000. The Catholic Campaign for Human Development granted $60,000 for capacity building; those funds will be used to hire a project manager for three years to both oversee the Coast Guard project and grow new acquisitions. “There are many moving pieces [in the effort to acquire the Coast Guard property] and the process cannot be known entirely from the start,” wrote Kim Thompson, CLAM’s executive director, in an email to the Light. “Meanwhile, we are investigating all aspects of project development and what a community process could look like. The project manager could be involved in both these related threads of work.” Before the property can be appraised, the Coast Guard has to finalize an environmental report and the county must conduct a wastewater capacity study. Ms. Thompson said she is awaiting these reports, and hopes the appraisal will begin early next year. Meanwhile, CLAM is celebrating a new program called Real Community Housing, which works in tandem with the county and the Marin Housing Authority to provide incentives and benefits to property owners who offer affordable housing. CLAM will help find and screen potential tenants and conduct periodic home check-ins. The program will also offer zero-interest loans with deferred payback of up to $25,000 for repairs of existing rental units, or up to $35,000 for the creation of second units, including junior units. The program will also offer a forgivable loan of $3,000 to landlords who agree not to raise rents more than 3 percent annually for three years.
