County supervisors will soon decide how much to charge homeowners who apply for licenses under newly adopted short-term rental rules, which cap the number of S.T.R.s in West Marin for the first time. County staff are working on procedures for administering the regulations and will present a proposed license fee to supervisors at a meeting in June. S.T.R. operators are currently required to renew their business licenses annually with the county’s Department of Finance. Under the new system, which will be administered by the Community Development Agency, hosts will be granted two-year licenses. It will take several months before the county completes the transition from the old system to the new one, and in the meantime, homeowners operating short-term rentals must renew their business licenses by July 31. Marin’s supervisors gave final approval to the new S.T.R. rules this month, setting individual caps on the number of licenses available in each of West Marin’s villages. All homeowners who currently operate S.T.R.s will be eligible for licenses under the new system, provided they can document that their septic system is up to code. If the number of applicants exceeds the space available under the caps, licenses will be issued on a first-come, first-served basis.
