Management of the Tomales Community Village Sewer District has been split into three positions, a change from business-as-usual after the district’s board of directors approved a settlement agreement with its longtime administrator, Karl Drexel, to end his contract at the end of the month. Mr. Drexel has worked with the district to provide administrative and bookkeeping services since the district was created in 1999; his job will be divided into finance, managerial and secretarial positions. Earlier in July, the district agreed to pay Mr. Drexel $21,606 to end his contract, concluding an ongoing dispute between them.  The tension came to a head in April, when Mr. Drexel alleged that the board’s move to terminate his contract violated California’s open meetings act. “I am leaving the TVCSD with mixed emotions,” Mr. Drexel wrote to the Light. “My wife and I have been able to forge many [friends] in Tomales over the last 15 years, many of whom continue to be dear friends.” He has been hired as general manager of Amador Regional Sanitation Authority in Sutter Creek. Temporarily filling the managerial role will be Gary Phillips, chairman of Phillips and Associates, which, like Mr. Drexel, has contracted with the district since 1999 to oversee the nuts-and-bolts of the sewer system. Last week, the board approved the hire of a new part-time bookkeeper, Melinda Bell, who keeps books for several West Marin organizations. The district is still seeking candidates for a secretary, who tentatively will work six to eight hours a week.
