Elected officials, rather than an unelected ad hoc group, will take the lead in negotiating the renewal of a longstanding agreement that keeps a large swath of pesticides out of West Marin. Last week, the West Marin Mosquito Council asked the Bolinas Community Public Utility District to take the reigns as lead agency for renegotiating the agreement with the Marin/Sonoma Mosquito and Vector Control District. Observers say the move makes sense given that B.C.P.U.D. signed the first one-year agreement with the district in 2006. The ad hoc council was initially formed in 2005 as an advisory committee to B.C.P.U.D. but took the lead in negotiating renewals, the most recent of which will expire at the end of this year. The council is comprised of unelected representatives from entities including B.C.P.U.D., the Stinson Beach County Water District, the Environmental Action Committee of West Marin, Marin Organic and many local residents. “The council’s been doing a great job, but it seems a bit more appropriate to have agencies take this on,” said Grace Godino, a member of B.C.P.U.D.’s board of directors. Ms. Godino added that B.C.P.U.D. plans to ask the district for a one-year extension of the agreement to give both parties time to hash out a satisfactory, long-term renewal. The agreement has kept out the vast majority of pesticides that the district uses elsewhere in its jurisdiction, most notably an insecticide called methoprene that has been linked to increasing toxicity levels in fish species, such as endangered coho salmon. B.C.P.U.D.’s stance, according to Ms. Godino, will be to maintain the status quo.
