A trio of residential development proposals for properties off Mesa Road in Point Reyes Station have raised eyebrows among neighbors and the local village association, which last week contended that one of the houses would be larger than the size restrictions outlined in the town’s community plan. Owned by Walnut Creek residents Nathan and Kirsten Horne, plans for the property call for a two-story, 4,310-square-foot house, in conflict with the 4,000-square-foot maximum floor-size limit described in the Point Reyes Station Community Plan, which is intended to guide county staff planners when reviewing projects. The Point Reyes Station Village Association, additionally, has charged that two rooms in the house could be converted to bedrooms, bumping the total up to six bedrooms. But more importantly, the village association and neighbors are worried that the house would set a precedent for constructing  larger homes that clash with the community’s rural character. “It’s just lax rules,” said Chuck Eckert, who lives on Mesa Road. “We ought to get tough on that 310 square-feet. For precedent setting, that may be valuable.” The county planner for the project, Heidi Scoble, said that the county does seriously take into consideration policies included in local community plans when reviewing design proposals. In the Horne’s case, she said, the project remains incomplete due to issues with the septic system. “Because the project’s status is incomplete, there hasn’t been a decision,” Ms. Scoble said. “This is a great opportunity for the community to provide input.” A second house project off Mesa Road, proposed by Alexandra Rome, was appealed to the county’s Planning Commission in September after neighbors complained about the house’s potential to block views of Tomales Bay and opposition from Ms. Rome herself once the county moved the house by 15 feet. A third proposal for adding a 1,355-square-foot second unit to a house on Mesa owned by Anna Francis is also under county review.
