Supervisor Dennis Rodoni urged his fellow supervisors on Tuesday to fully grant a request from the Bolinas Community Land Trust for $150,000 in Measure W funding to complete a renovation at 430 Aspen Road. In response, supervisors unanimously agreed to award the funds, denying county staff’s proposal to reduce the amount to $100,000. The lower alternative, the staffers wrote, aligned with amounts recently requested for other projects in West Marin and accounted for the diminished revenue anticipated for the Measure W fund during the pandemic. Measure W, passed by voters in 2018, raised the transient occupancy tax that overnight visitors pay in West Marin to generate additional funds for affordable housing and emergency services in the area; now, with short-term rentals prohibited by the shelter order, the Measure W fund for the next fiscal year is estimated to be about $750,000, or half of original projections. Staffers also noted that the county already allocated $51,450 from a separate pool, the Community Development Block Grant Program, to the same project. Nevertheless, Supervisor Rodoni remained steadfast in his support. “I’m going to recommend the $150,000 allocation, simply because Measure W was a West Marin district fund that was supposed to be used, be very flexible, be very available, be the last dollar, in many cases, to create permanent housing,” he said. Supervisor Kate Sears agreed there could be no shortcuts when it comes to affordable housing. The money will go toward renovating a one-bedroom home and an accessory dwelling unit, which the trust says will be rented to households between 30 and 60 percent of the area’s median income. Other recent Measure W funding allocations include $100,000 for West Marin rental assistance, which was split between the Bolinas trust, the San Geronimo Valley Community Center and West Marin Community Services. County planner Molly Kron said she anticipated the fund would cover additional rental assistance in the near future, contribute $90,000 to a West Marin housing needs study, and provide an undetermined amount to the Coast Guard property in Point Reyes Station. The current Measure W fund balance for affordable housing is $613,000.
