Tuesday marked one step forward in the Community Land Trust Association of West Marin’s effort to build affordable housing at the former Coast Guard property in Point Reyes Station, after the county agreed to finance environmental reviews for the proposed 54-unit development. Spearheaded by a joint venture between CLAM and Eden Housing, the project aims to revitalize the 33-acre property through the adaptive reuse of all 15 buildings and improved wastewater treatment. CLAM and Eden have been collaborating on the project for several years, with CLAM leveraging its local knowledge and relationships and Eden contributing financial resources and redevelopment expertise. County supervisors granted $858,291 to the project in June, adding to the $1.9 million already secured from local and state sources. Stacey Laumann, CLAM’s deputy director, said design complexities have required meticulous attention that will eventually expedite the construction phase. San Francisco-based Panorama Environmental will conduct the reviews under the California Environmental Quality Act and the National Environmental Policy Act. “Think of it as expensive and taking a long time,” said Pam Dorr, executive director of CLAM. “We want people to move in as soon as possible and so it can seem frustrating for us and from the community’s point of view.” Ms. Dorr said CLAM is planning to have tenants living in the units by summer or fall of 2027—three years later than the original estimate. She said the pre-development phase took longer than expected because of the environmentally sensitive area, but other phases are on track.
