Applications close on July 1 for eight affordable townhomes under construction in Bolinas, where future residents will swap a traditional cash down payment for sweat equity. The partnership between the Bolinas Community Land Trust and Habitat for Humanity Greater San Francisco seeks to combat displacement by bringing permanent wealth-building through homeownership to local families. Funding for the $9.7 million project is in place; construction at 31 Wharf Road started in January and should be finished next summer. Once built, the homes will average 900 square feet each. Six units will feature three bedrooms, while the remaining units will have two bedrooms. They are reserved for first-time buyers with household incomes between 60 percent and 80 percent of Marin County’s area median income, or A.M.I. Two of the homes will be reserved for households with incomes between 60 percent and 65 percent of A.M.I.—roughly $126,060 a year for a family of four. The program requires no down payment and provides no-interest mortgages handled by Habitat. Payments will be capped at 30 percent of a household’s gross income at the time of purchase. Instead of cash down, families will invest 500 hours of volunteer work spanning on-site labor, education, and community opportunities. Families will have an eight-month window to complete volunteer hours. “It is really powerful to be rooted in the community and feel like you can invest in yourself, in your neighbors, and in your home and family,” said Annie O’Connor, B.C.L.T. co-director of philanthropy and community engagement. “The ripple effect of that is really profound.” Ms. O’Connor and Angelica Resendez, vice president of homeowner and community engagement at Habitat, said local home prices remain out of reach for many in West Marin, while renting prevents working families from building generational equity. Following the July 1 deadline, a virtual lottery will be held to establish a randomized review order. In the end, selection will come down to need, a willingness to participate in the program, and the ability to pay the mortgage.
