The Bolinas Community Public Utility District is looking for a new leader to replace Jennifer Blackman, who will retire next spring after serving for nearly two decades as general manager. The board hopes to hire someone who lives in or close to town and knows the community well. The general manager, which oversees a staff of five, will have the authority to hire an assistant. “We recently decided that the job was just too demanding for one person,” said Jack Siedman, the BCPUD board chairman. “We wanted to split it up so that there would be an assistant to take some of the load off of the general manager.” The utility district provides potable water to 587 homes occupied by about 1,500 permanent residents and an additional 1,000 seasonal residents. It covers roughly 2.6 square miles and has an annual budget of about $2 million. Because of its limited water supply, which is collected from Arroyo Hondo Creek and two small emergency reservoirs, the board declared a water shortage emergency in 1971 and enacted a moratorium on new water connections that remains in effect. Customers are accustomed to carefully monitoring their usage. In addition to handling the community’s water, the district manages a small sewer system downtown and the town’s contract with Recology for recycling and trash pickup. Because the village is unincorporated, the BCPUD’s elected board has become something of a de facto town council for Bolinas, Mr. Siedman said. “We don’t just handle things related to water and sewer,” he said. “We also provide a forum for the community to seek resolution or clarification on all kinds of issues, and they’re coming all the time. It makes a lot of demands on us.” The new hire will have large shoes to fill, said Steve Matson, an architect and friend of Ms. Blackman who has worked with her on various community issues, including the ongoing effort to bring a post office back to town. The United States Postal Service shut the old one down in February after a landlord-tenant dispute, and Mr. Matson is part of a team trying to get it replaced with a temporary facility on BCPUD property. “She’s been extraordinary,” Mr. Matson said of Ms. Blackman. “She will be very, very hard to replace.” More information about the job can be found in the Light’s classifieds and at https://tinyurl.com/BCPUDJobPost.
