RECREATION: A windsurfer enjoyed the beginning of spring and its accompanying high winds on Tomales Bay on Monday. Seashore spokesman John Dell’Osso estimated wind speeds were about 30 m.p.h.; the park service reported 63 m.p.h. gusts at the lighthouse that day.
