Public art or hazard? A man collected hundreds of pieces of driftwood and built fences, benches, stairs and an eight-foot dream catcher at the entrance to Brighton Beach, and he decorated it all with plants, shells and string art. But the creation crosses two private properties, and residents have complained about trash, fires and rotting food. The Bolinas Community Public Utility District owns part of the land, and staff are recommending that the board post a seven-day notice and clear the space, general manager Jennifer Blackman said.
